Waist, Inseam, Outseam, rise, etc. are standard measurements and you can search the internet for how those measurements are taken. 

armpit to armpit is the distance between the armpits with the garment laying flat on the table in front of us. 

neckline to bottom is the distance from the bottom of the collar to the bottom of the garment on the backside measured laying flat on a table.
